I need this paper written in three sections. Section 1-Foundation of Study; Section 2-The Project; and Section 3- Application to Professional Practice and Implications for Change. I will upload the dissertation that my paper is modeled off of this paper. However, my paper is based on a different state. This paper is based on Georgia DeKalb county. I have chosen to write about Virginia (Loudoun County). I need the paper to be written with 100% originality and 0% plagiarism. The work already written in the paper for some of it is what I will need as well. I also need many of the same references as well. However, all references must be peer-reviewed. I need U.S. references that can be located, not from paid for services. All references must be no older than 5 years from 2017. Please use this chapter 1 as a template. However, since I am writing as a continuation of this study I have found, I am using the same references listed. The references that are 2012 or earlier must be updates to a more relevant data for the paper. This person research Georgia (DeKalb County). I have chosen to research Virginia ( Loudoun County). So, that is where the research has to come from when you get to info that is specific to any particular state or county. Otherwise, the same info can be used because it is just historical info that all would gather. However, it must be paraphrased because it cannot be stated exactly as the original writer stated it. So, it can’t simply be copied, but it can be paraphrased.

It must be 100% original and 0% plagiarism. This is the closest paper to what I am writing about. No need to re-invent the wheel. This paper is the way I want my paper set up as well. So, I am attaching it to this paper. Please do not worry about the name on the dissertation because I do not know the author. I had a friend assist me in exploring some dissertations and she thought this one would be perfect for what I am writing about and I agree. Don’t worry about bout the title page because I will have to set it up the way my school setup their title page, but chapter 1 and 2, is what I want. Chapter 1 is what I need right now. This paper is written in APA 6th ed. The references are the same. Please mimic this. Only Section 1 and Section 2, as well as the Reference list. Not Section 3.
