Why indeed are Merkel, Hollande, and Trump the proper leaders to have this top meeting between the three countries?
During an informal meeting of the new US President Trump, his French counterpart Hollande, and the German Chancellor Merkel, Trump presents his proposals to invest in infrastructure and primary education, as well as his wish to set higher standards for teachers and school curricula by means of legislation. Another item on the agenda is defense, the position of NATO and the views of the three countries on military missions abroad.
At the beginning of the meeting Trump, being advised by his aides that Germany is republic, asks Merkel, whether she is the president and, to his surprise, learns that she is not. He asks why the German president is not present during the meeting. Hollande adds to the confusion by stating France also has a head of government, next to himself, the President of the Republic. How can a country be a republic and not have a president with full-fledged executive competence?
Trump is even more puzzled when he finds out that Merkel and Hollande, or his prime minister, are also heavily involved in the legislative process, so he probes further into the issues of lawmaking and how the executives in the three countries may exercise control and be involved.
Since the press is waiting for the announced press conference in the anteroom, it is decided to ask the staff of the three leaders involved to jointly write a memo in which they clarify the following issues:
1. Why indeed are Merkel, Hollande, and Trump the proper leaders to have this top meeting between the three countries?
2. What are the competences of the three leaders respectively in the domain of defense and military missions abroad?
3. What is their respective spending power (for education)?
4. And are their respective legislatures competent to set rules for primary education?
5. How and to what extent can the three leaders influence and impact the lawmaking process and ensure that the legislation they prefer and propose is adopted by the legislature?
